Designated Investment Zones (the 2025 Real Estate Ownership Law)
RestrictiveThe Law of Real Estate Ownership by Non-Saudis, published in the official gazette on 25 July 2025 and effective from January 2026, allows non-Saudis -- individuals, non-profit organisations, foreign companies, and Saudi companies wholly or partially foreign-owned -- to own residential, commercial, and investment property within designated zones across the Kingdom. The exact geographic boundaries of these zones, along with full implementing regulations, are being finalised by REGA in stages.
- Replaces the 2000 Real Estate Law, which severely restricted foreign ownership
- Permitted property types: residential, commercial, investment-grade real estate
- Designated zones are being announced incrementally -- check REGA's Saudi Properties platform for the current list
- Foreign companies must satisfy local incorporation/licensing requirements (typically via Ministry of Investment / MISA)
- All transactions must be registered through REGA-approved channels
- Some categories of land (e.g., agricultural, strategic infrastructure-adjacent) remain restricted regardless of zone
