Risan is the oldest continuously inhabited settlement on the Bay of Kotor, dating to the 3rd century BC. Roman-era mosaics are the star attraction, but the real draw for property investors is the combination of bay views, authentic character, and prices 50-70% below Kotor or Tivat. The small town sits at the head of the inner bay, offering some of the most dramatic views in Montenegro. While less developed than other bay towns, this is precisely what makes it attractive to value investors.
